Summary

The incumbent provides engineering assistance working with landowners, groups, and units of government to apply and maintain a variety of conservation practices in their area of assigned responsibility. This position is supervised by a District Conservationist or Engineer but always with technical guidance provided by an engineer and under the Engineering Job Approval Authority (EJAA) of the State Conservation Engineer.

Responsibilities

  • Determine the type, scope, and intensity of field investigations and surveys needed; processes and plots data related to engineering practices; and ensure that procedures and products conform to current service policy and standards.
  • Assist with designs, engineering practices and structures involved in a variety of conservation programs; assemble complete package of drawings and specifications for jobs.
  • Prepare drawings using computer aided design and drafting (CADD) and manual methods.
  • Inspect work under construction and maintains construction inspection records according to current policy.
  • Make site evaluations to assess the need for engineering measures and makes or recommends a preliminary selection of appropriate measure alternatives.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Requirement:

To qualify for the GS-5 level: You must possess at least one year of specialized experience, equivalent to the Federal GS-4 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes knowledge of basic standard engineering principles, methods and practices sufficient to perform the duties of this position. Examples of such specialized work experience includes: Assisting with preparation of simple engineering sketches, practices, and structures; Assisting with design computations and estimates for quantities and cost; Assisting with inspections of work under construction; OR

Substitution of education in lieu of specialized experience: Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR

Combination of Education and Experience: A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

To qualify for the GS-6 level: You must possess at least one year of specialized experience, equivalent to the Federal GS-5 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes: Providing assistance with designs, engineering practices, and structures; Assisting with documentation of the type, scope, and intensity of field investigations and surveys needed; Collecting field data. Preparing drawings using CADD; Performing design computations and preparing estimates for quantities and costs. OR

Substitution of education in lieu of specialized experience: Successful completion of one full year of graduate education in a discipline such as engineering, construction, or industrial technology. OR

Combination of Education and Experience: A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
