Summary

This position is part of VISN 23 HR Modernization and is responsible for managing information management systems within Human Resources Service network wide. Incumbent will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff as well as the consistent execution of HR-related administrative functions to benefit both staff and Veterans.

Responsibilities

Worklife: Employee Benefits & Lead Administration

  • Responsible for administering and providing advisory services on federal leave programs, workplace flexibilities, tour of duty, group life insurance, health benefits, and the Thrift Savings Plan (TSP) programs.
  • Serves as the specialist on leave and benefits issues, including general information about retirement benefits, resolution of health benefits issues, and advises on insurance coverage options. Resolves problems in the administration of Worklife/Employee benefits programs.
  • Resolves problems in the administration of Worklife/Employee benefits programs.
  • Training employees and supervisors regarding the latest information on all federal benefits (i.e., leave programs, FEHB, etc).
  • Assists supervisors in planning and carrying out Worklife projects to inform employees regarding a

range of available Worklife programs regarding child care, emergency back-up dependent care,

opportunities to participate in charitable community service activities, available federal employee

discount programs, employee assistance, health and wellness promotion, flexible work schedules,

domestic partner benefits, Take Your Child to Work events, workplace flexibility, paid time off,

caring for dependents and elderly relatives, financial support, recreation, stress and health

management, and related programs.

  • Meets with employees to explain work-life programs; provides counseling for employees regarding

the benefits of any of the available work-life programs.

Consultation

  • Evaluates trends in missions, technology, federal benefits laws and regulations and other factors influencing employees WLB needs.
  • Coordinates with other HR functional areas in support of difficult and unusual recruitment and retentions issues or problems.
  • Consults with leadership stakeholders, including local, regional and national leadership in support of the human capital acquisition and in futherance of employee engagement and productivity.
  • Provides advice and consultation on Federal leave programs, including Family and Medical Leave Act (FMLA), Advanced Leave, Voluntary Leave Transfer Program (VLTP), Disabled Veterans Leave, Leave Without Pay (LWOP), Weather and Safety Leave, Authorized Absence (AA), to all employees within the Network.
  • Processes leave requests for special leave programs as noted above.
  • Assists individual employees with WLB processes and networks, how they work and how to make changes to current benefits.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday - Friday, 7:30am-4pm or 8am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

To qualify for the GS-09 level, these applicants must have held the GS-07 grade or higher for a year in order to meet this requirement for this vacancy.

To qualify for the GS-11 level, these applicants must have held the GS-09 grade or higher for a year in order to meet this requirement for this vacancy.

To qualify for the GS-12 level, these applicants must have held the GS-11 grade or higher for a year in order to meet this requirement for this vacancy.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

  • GS-9 - At least one year of specialized experience equivalent to the GS-07 level as described in this announcement. Examples of specialized experience would typically include, but are not limited to: knowledge of, and skill in applying fundamental HRM laws, principles, systems, policies, methods and practices; as well as interviewing, analytical, and research techniques sufficient to conduct fact finding and recommend solutions to moderately difficult but well-precedented and/or recurring issues and problems. OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.
  • GS-11 - at least one year of specialized experience equivalent to the GS-09 level as described in this announcement. Examples of specialized experience would typically include, but are not limited to: knowledge of, and skill in applying, laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the Employee Relations Work Life Benefit (ER WLB) functions at a regionalized operations center sufficient to: provide comprehensive employee benefits services to on-site advisory centers: coordinate with, and advise HR specialists located at the on-site advisory centers on technical issues involving WLB actions; performing reviews of all products; and automation systems as they pertain to guidance in the WLB functions.OR Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement). OR Have an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.
  • GS-12 Have at least one year of specialized experience equivalent to the GS-11 level as described in this announcement. Examples of specialized experience would typically include, but are not limited to: knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA-specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions regarding Worklife/Employee benefits, to include group life insurance, health benefits, and Thrift Savings Plan programs; knowledge and ability to perform a wide variety of interrelated or nonstandard procedural assignments and to resolve a wide range of problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
